Abbye Feeley, Stearns Weaver Miller

Abbye Feeley serves as an in-house planner in the Land Development, Zoning, Environmental & Government Affairs Department. She has over 20 years of experience in the public sector including at the Florida Department of Community Affairs and 18 years at the City of Tampa. Abbye’s practice is diverse, having worked on projects ranging from lot creation and single family residential, to large-scale planned developments and mixed-use urban infill projects.

Abbye’s strong public/private sector relationships and intimate understanding of local regulations afford her the ability to easily identify, evaluate, and resolve complex land use, zoning, permitting, code enforcement, and property rights matters. She routinely works with clients to strategically analyze properties and maximize opportunities for development while balancing regulation and design.

With extensive experience of the local public hearing entitlement process, municipal code writing and amendments, permitting, variances, historic preservation and alcoholic beverage licensing, Abbye possesses a strong skill set that provides a valuable service to our clients.

David Taxman, Kimley-Horn

 

David is a project manager for parking and transportation engineering/planning projects with Kimley-Horn and Associates out of their Fort Lauderdale office. He has been a passionate advocate for reform in parking planning practices, spearheading efforts to include Transportation Demand Management (TDM) and Mobility best practices. He has led parking studies for municipalities, universities, hospitals, private development, and other institutions across the nation and overseas. He also invests in real estate on the side.

 John Bushman, Walker Consultants

John has been with Walker since 1980 and is currently President and Chief Executive
Officer. He has been personally involved in the planning and functional design of over
three hundred parking facilities throughout the United States and Puerto Rico, and has
extensive experience in the preparation of parking feasibility studies and with the
restoration engineering of existing parking facilities.
In his role as Project Advisor, John brings a wealth of knowledge and insight gained from his
35 years in the parking industry to each project he is involved with. He has been the
Principal-in-Charge of large, complex projects, such as Universal’s Orlando Resort North and
South Parking Garages (19,000 spaces) and the Memphis Airport Ground Transportation
Center (6,000 spaces), as well as multiple projects for the University of Florida and the
University of Kansas. He has completed numerous consulting projects that involve peer
reviews, public/private partnerships, asset management plans and constructability analyses.
Additionally, John is Co-Chair of the Planning, Design, and Construction Committee for the
International Parking Institute (IPI).
